From reports I've seen, he doesn't read much of anything, as he lacks the attention span. According to unnamed sources, when he was POTUS they had to simplify and "dumb down" the daily national security briefings because he lost interest if they were too detailed.

With only 138 illegal voters out of 8 million, it is not a number that should concern anyone and, yes, that by itself is not a big deal. It would have been more surprising if they hadn't found any voter fraud at all.
