  12. Illegal entries have been going on for decades (if not longer). It is nothing new.
  13. Cities on the border are often where the boundary line is between countries and that is where US border crossing check points are generally set up (see San Diego and El Paso). I didn't say that the cities themselves are responsible for enforcing this.
