The difference is the money raised against her last time was from those who knew what district she would be representing when they donated. Again, there are probably folks in the district she is currently representing who donated to her reelection because she thought that she would be continuing to represent their interests (not those of constitutions in another district).

Boebert is apparently keeping the campaign contributions she was given in her original district. That is not illegal, but it does seem unethical as some former constituents may not have donated to her campaign if they had known she would no longer be representing them.
