Of course, harsher penalties will always reduce crime. Always. You can be assured if we make jaywalking a capital crime and execute people who commit it, then jaywalking offenses will drop to near zero if not zero. The question is, what is the price we pay as a society for having what may be viewed as "cruel and unusual" punishments as mentioned by The Constitution? The penalty in my opinion should also be proportionate to the crime.
