It is ambiguous. I don't think it is encouraging anything. Considering the number of hate crimes and murders of transgenders I think it represents the threat of violence against them.

Protecting trans kids from violence (that is represented by the knife/dagger) is not encouraging violence.

I can't remember the reaction on the left at that time. I am pretty sure I spoke out against it. She was on the wrong side of that issue as she was against gay marriage.
