I haven't looked into this but I'm sure the thread title must be misleading. The OP seems to be saying if anyone is an illegal alien in Kentucky, if they apply to attend a state university and say they are here illegally, then their college tuition will be discounted? That doesn't sound quite right to me, perhaps some information is missing from the OP.
