I'm guessing cause he landed on his legs due to inertia, cause it didn't look like he intentionally swiveled around to land on him. I only play a ref at the GC though. -
It's in conjunction with the other kickoff rule---you couldn't have an onside kick from this formation. The modification calls for all players on the kicking team to line up at the receiving team’s 40-yard line while the receiving team lines nine players up on its own 35. Two men will line up downfield as returners. The kicker will still kick off from his own 35. The kickoff team defenders wouldn’t be permitted to move until the ball lands on the ground in the “landing zone” — inside the receiving team’s 20-yard line. If the ball lands short of the landing zone, the ball would be moved to the receiving team’s 40-yard line just as if a kickoff sails out of bounds. Touchbacks would call for the ball to be moved to the receiving team’s 30.

The rules have changed and are pretty lame, but they still exist. The legislation also will lead to a tweak in onside kicks, which can only occur in the fourth quarter and onward when a team trails. The kicking team must declare its intent to onside kick. The new rule is in place only for 2024 and is subject to renewal in 2025

Well, that's because the last kickoff changes made kick off returns only happen about 1 in 5 times. The new rule should encourage more kickoffs to be returned. Better than nothing. I have no clue what happens with onside kicks though now. -

I edited so you might have missed Doesn't seem like they are removing the tackle from the game, just an aspect of it that is dangerous to the ball carrier. -

The bolded is key. Such a tackle will result in a 15-yard penalty and an automatic first down, according to the NFL. If a player brings his opponent to the ground by performing the first two steps but lands off to the side and without swiveling around and landing on the legs or feet of his opponent, such a tackle would be deemed legal. The technique has become more popular in recent years as players look to avoid using their helmets in tackles, which draws penalties and increases the risk of concussions. -

Sure, he's worth 3B more in paper money, the company and the underwriters set the IPO. We will see what he's really worth in 6 months to a year when he tries to sell those stocks. Based on the track record of the company and digital media's previous trading price---I doubt he see's 30%. Still that would be a billion, so not bad. -
