I would agree with you that if there is a mandate to NOT hire white men, it would be discrimination and possibly racist depending on the context and motives. Well historically the definition of racism was the belief that one race is superior to another, and has grown to include minority or oppressed status. What you're describing is discrimination, and affirmative action has not been considered racist (except by whites) and only recently been ruled as discrimination.
