Its common for law enforcement officers to position themselves in front of vehicles to dissuade law abiding people from fleeing. She tried to flee. It sucks, but she got what she got because she tried to flee with a LEO standing in front of her vehicle.

Or, just hear me out, when uniformed officers, with blue lights flashing, approach your vehicle, and give lawful commands, maybe comply. You just might make it home that night. Or, aim your 3,000 lb vehicle at one of them, step on the gas and don't make it home that night. Its your choice.

A video that I saw shows her turning her wheels from the left, to straight, her front wheels slipping as she stepped on the gas, with the agent standing in front of her vehicle. I can't link to it because I saw it on a podcast, but if I were that agent in front of her vehicle, I would think she was trying to hit me. In that scenario, when someone is perceived to be using the vehicle as a weapon, it's legal, and appropriate, to fire in self defense. It's very unfortunate but that woman could've prevented the entire interaction.
