I would support foreign aid in this hemisphere with stipulations that they stop being a pass through for migrants.

Secure the border would be the goal, but a shutdown to gain leverage on Mexico might be necessary if they don’t return to their previous level of cooperation with the prior administrations. We have to get a hold of this.
