To qualify as a certified act of terrorism, the incident must be committed as part of an effort to coerce the civilian population of the United States or to influence the policy or affect the conduct of the US government by coercion. The key component here is the bolded. Terrorism requires that the act be politically motivated. Motive takes time to uncover. There can be clues at the scene (like an ISIS flag) but it usually takes more evidence gathering before a declarative statement can be made. In no circumstance should an FBI official say declaratively that something was NOT a terrorist event shortly after its occurrence. Ever. And they are trained on this. -
