My guess is that the shooter was shielded by the pitch of the roof. The secret service sharp shooter was probably alerted to the shooter by the passerby’s who saw the shooter scaling the roof and were pointing him out. Hard to say at this point, but my guess is the SS agent didn’t have a great view and was trying to process what he was seeing. May have waited a second too long - who knows. I don’t think he was in on it though.

Shooter is down.” Thats when they gave the go ahead to stand up. So they were all communicating. The secret service agent has the shooter in his sights BEFORE the shots ring out.
