Because the FBI is the principle actor and they operate behind an iron curtain of secrecy. The FBI treats their tactics as the utmost protected government secrets which are not subject to oversight. And this is why so many federal agencies have become completely corrupt. We need to open up the complete process to oversight by congress to determine if they are politically targeting people and if they are abusing rights. From several whistelblowers we know they are targeting people and abusing rights. Hopefully Congress can penetrate this iron curtain and completely expose the corruption, but the FBI has not been penatrated yet despite massive known abuses which started with J Edgar Hoover. It has not gotten any better.
