You don't add the numbers together, 7 million is a subset of 29 million.....only 7 million lack any government ID. So out if 260 million voting age Americans, only 7 million or 2.7 percent do not have a valid government ID. Since there are over 100 million who don't vote anyways, the 7 million are mostly people who don't care enough to vote. Some of it is cultural. They don't desire to succeed in professions which they see as white. Based on opportunity, we should have seen a lot more success from blacks. But still, relatively blacks here do better thsn anywhere else on the planet. There are more black millionaires in the US than the rest of the countries combined. As unsuccessful as blacks seem to be here, this is still the country they excel the most in.
