You don't add the numbers together, 7 million is a subset of 29 million.....only 7 million lack any government ID. So out if 260 million voting age Americans, only 7 million or 2.7 percent do not have a valid government ID. Some of it is cultural. They don't desire to succeed in professions which they see as white. Based on opportunity, we should have seen a lot more success from blacks.
