In theory, SS is not a benefit program, it is a saving and investing program, albeit a very very poor performing one for the majority of people. The money you pay into the SS are excluded from your income, so you never have paid taxes on. Likewise, the matching money the company contributes you also do not pay taxes on. So in theory, the money you get from SS is untaxed income and untaxed investment earnings. But SS is not really taxed that heavily, and in many cases not at all. It is perhaps one of the most convoluted tax calculations there is.
