I don't believe that to be the case. There has been plenty of evidence of his decline for a long time. We've been talking about it here. Heck, Hur said Biden broke the law but chose not to prosecute due him being old and feeble. Biden couldn't even remember when Beau died in his interview with Hur. Just because a lot of people ignored what was right in front of them doesn't make it untrue.

Regarding Kameltoe, I think the fact Brandon is even running again is a reflection on her. Joe said when he ran that he was a transition President. If the administration thought Kameltoe was even remotely capable of being President I think they would have put her up instead of Brandon.
