No. The laws are different in each state. Do you think Newsom would be having this special election if he didnt have to? IIRC the electorate passed a constitutional amendment creating the commission he is trying to bypass, and only a few years ago. I wouldn't think what he's doing has anything to do with the best interests of his electorate considering their vote to create the commission AND the polling I posted yesterday.
