You said the lower classes would be paying the tuition of those above them. It should be understood that we're talking about taxes. The other examples you gave would be called employment, for which those people are being paid a fair wage.

The lower classes take more than they give. They aren't helping anyone above them. The middle class on the other hand is, and they will be helped by vouchers.
