Better than the alternative. And to be clear, I favor a true guest worker program if it's needed. That happens AFTER we secure our border and get rid of as many illegals as possible though.

Illegals aren't "applying" either. And illegals are the reason they don't modernize and automate these processes so labor isn't the real issue. The availability of CHEAP, EXPLOITABLE labor is.

Don't hire illegals and you won't have to worry about them not showing up for work.
