Yes. But that doesn't really matter. That's a general term describing a government from a very high level. But every government varies and the specifics are in the governing documents. And CA's constitution allows the voters to overrule the government. You may not like it but that's how it is. But just like you think it's ok for people to break laws YOU don't like, especially illegals, you want to deviate from the constitution of the state you live in because it suits your agenda.
