I swear I don't understand why this is a debate. I really don't. Do what the cops say. Period. Had he done that, he would have received his ticket and everyone would have gone on their way. Did he have tinted windows? Haven't watched the video. If his windows were tinted, and the cops could not see in the car with the windows rolled up, you damn well better keep the windows down. That's a safety issue.
