Give them a couple of years to get on their own 2-people that need medical help with addiction and mental health problems will get it. Goal is to move them into the 1 category 3- people that refuse help send them to humane protected facilities where they can live how they like. Have a change of heart , great onto category 2. Sick of it all , give them a hot shot if requested
