I understand your point, but In a way, they did predict this. Earlier in the week the NWS forecast up to 7 inches of rain. Sure, that was less than fell in some areas, but as you said, no one could've predicted that a few areas would receive 12" or more in such a brief period. If a warning like that was issued in most areas, making sure your sump pump is working would probably be the biggest concern. Once again, the world can't follow the rule of KISS. Keep it simple stupid. The solution is to mulch your leaves in the fall. If you don't have a mulch mower, start on the outside and work your way in. Might have to do it 2 or 3 times late in the year, but it works great, & is good for the lawn.
