He was pardoned for any Federal crimes, not State. Also, I would expect the Trump admin to challenge the validity of "preemptive pardons" with SCOTUS. I, personally, don't think you can pardon someone for crimes not yet committed. I would think pardons would only be for past crimes you've already been charged and convicted for.
