When I first tuned I literally saw tapper save Biden because Biden was fumbling over his words and couldn't remember what he said in the previous sentence.

It's just used as a line of attack to keep him off of his feet. If they keep him focused on Charlottesville then he's constantly explaining it and then he looks like he's guilty.
