Those of us who are trained in firearms are never trained to "shoot in the leg or arm". You're always trained to a) shoot center mass and b) to neutralize the threat until they are down. Shooting at the arm or leg won't guarantee the threat will be neutralized, thereby putting your own life in danger. Also, this isn't the movies where everyone can hit on target all the time. Shooting with pistols can be incredibly inaccurate, even at close range.
