Well, if by "pass" you mean throw the ball forward, than sure, he can do that. Just like I can. Even a noodle arm like yourself could do that. However, is he good at it? I'd say he's average at best. Running QBs run because they're not very good passers. In fact, he even needs assistance to get over the goal line so he's not even good at that. To them, passing supplements the running game as opposed to how it should be - running to supplement the passing game. Too many GMs and teams have been wowed by short-term running QBs instead of getting a good passer who will be around a long time.
