It wouldn't surprise me in the least to discover that Biden was on some sort of "vitamin" cocktail during SOTU. Trump almost assuredly made a habit of similar behavior, especially given the stories about how the WH pharmacy was handing out stimulants like they were M&Ms during his administration.
