Groups concentrated in poor parts of cities are subject to greater police interaction. It stands to reason that rural folks down long dark roads come into contact with police significantly less than folks on stoops in the city or walking down busy city streets patrolled by cops. Some groups have a strong ethos against calling the cops on other members of thier group, some enjoy the power and drama of doing so, appealing to authority to back them up in a dispute resulting in arrest. All groups have the option of cooperating or at least acquiesing, or resisting or fleeing. There seems to be a culteral disparity in which paradigm is adopted by groups and that explains disparity in outcomes. There is an element of self-fulfiling prophecy in police interactions. Groups that believe the outcome will be extremely negative are likely to be nervous during police interactions and more likely, therefore, to react in ways which lead to bad outcomes. This is a self-reinforcing negative mechanism difficult to eliminate as it allows partisans to blame the other side for how things are. Some, a very few, but still some cops are bad cops, even racists who should never have been hired to enforce the law. The problems are not institutional, they are not in training or policies or directives or sanctioned practice, they are anomalies, dangerous anomalies. -

Quick google search shows 5 shelters in the state. I am not sure of the morality of putting a vicious dog up for adoption. Of course the discription is more of an untrained dog than a vicious dog, a stupid and excitable pup though the allegation is that after kiling some chickens it also nipped Noem. My wife, a city girl (My grandmother would have called her a painted up city woman) gets emotional about these things. When our pets have come to end of life and it is clear they are suffering and need to be put down she cannot do it. Even though they are her pets and my daughters pets neither is capable of doing what they have decided must be done. Because they are emotional about it I took those animals to the vet and had them "humanely" put down while holding them, 1 dog and three cats so far and the fourth cat is 15 so presumably that will happen again in the next year or two. The charge each time is over $100. To me that is a waste of money when a cartridge is much cheaper. Still, so they don't have the image of me blowing away their pets in their heads I pay the fee and don't discuss my upbringing and what we did on the farm.

Pretty happy with the Packers so far. I would have loved to see them get Braelon Allen as I think at 20 he will get a bit bigger and a bit faster in the next two years, but the homer pick aside they seem to have added some guys who can play and others that can drive current players to new heights to keep their jobs. Pretty successful dracft while yet again, for the third decade, pretty cobnsistently drafting in the mid to late 20's and 30's.

A conspiracy refers to an agreement between two or more people to commit an unlawful act, or to deprive another person of his legal rights. The agreement to act must be moved toward a conclusion, whether or not it is actually accomplished. A conspiracy may exist when the parties use legal means to accomplish an illegal result, or to use illegal means to accomplish a legal act. -

Because the roads are not designed to hold cars at that speed and because you lack the training and judgment to drive at that speed and even if you don't care about endangering your life you are endangering the lives of others. Take it to a track. -
I have killed animals on the farm including a dog, some cats, a few racoons, a fox, hundreds of rats, a horse and a heifer. Rabies and injuries were the most common reason. Troubling the chickens was the next most common reason. Worrying the cows the least common reason but the most serious reason. The cats, well they sometimes get stepped on by the cows and they need to be put down. The other animals listed all got taken care of by a firearm. The cats with broken backs or nearly severed limbs, well those got dispatched by whatever was to hand, a spade, a hammer, a bit of two by four, whatever. I remember being emotionally upset the first time I saw my grandfather dispatch a dog that was worrying our cows. I was maybe 4. He had warned the owner, a neighbor, several times. The dog got into the pasture again. The dog was just playing, but its play was to run around dairy cows each worth thousands of dollars and each potentially losing milk production from being run and being freightened. My grandfather nonchalantly walked into his office in the milking barn, grabbed his 30.06, and shot that dog from a standing and unsupported position at around 300 yards. Gramps was an exceptionally good shot. Over the years I rapidly became desensitized to killing animals, even those I knew well, even pets that had come to the end of their lives. We did not take old dogs who were sick to the vet, we took them out back. Animals were animals. Chickens that had stopped laying became dinner, we particpated in helping the neighbor castgrate lambs and we killed and butchered a few lambs as our reward. We hunted rabbit, whitetail, geese, duck, pheasants. We fished. Occasionally grandpa would buy a steer from a feed lot and we would help in butchering that.

I remember when the Badgers use to have guys taken in the first few rounds. Not now. That is reflective of thier record.

I'd sort of like to see the Packers consolidate a few of their late round picks to move up a bit and add another 4th round pick. I believe they have more volume than they can use. I'd like to see some more beef. Maybe a guard and a D.T.

I have not been in 25 years. It was for a conference. I only had a few free hours but I got out to Alcatraz, across the bay to eat, and i wondered down to the wharf and over to Lombard Street. I might have returned someday to spend a bit more time but frankly now doubt I would enjoy the trip. -

We don't know that those were his farts. They could have been from anybody at his counsel table. Until they develope the technology to trace farts to their origin I think, to be fair, you should refer to him as Don the alleged Farter, or Donald, the putative Farter. it would be funny if Trump would light a match after, or if his attorney would simply turn to him and say "Oh, Dude!" -

The linked video is edited so it is difficult to make an assessment of the force used but the officers seemed to use appropriate force, taking the knee off of his back as soon as he was handcuffed. They probably could have and should have been more senisitve to monitoring him for positional asphyxia given he was an obese peerson in his 50's, but the force did not seem inappropriate. Of course when you have someone in custody and you have disabled their ability to care for themselves you have assumed the obligation to care for them. The failure here was not force, but responsible custodial care. This could have been avoided had he walked out of the VFW like a man. My rule is you don't prercipitate a crisis and then complain that in a crisis things went sideways. Yes first responders are crisis actors and we try to train them for all eventualities, but the fact is things can and do go sideways in spite of our best intent when a crisis has been precipitated. -

Thus far this case reminds me of Judge Ito's handleing of the O.J. case. Four days on the testimony of this David Pecker strikes me as excessive. The judge could have directed the prosecution and the defense to get to their points quite a bit more expeditiously. Ito showed the same lack of control and that case ground on interminably. I understand in a case involving the former President one wants to fully engage the evidence and the issues but this has been extraordinary thus far. -

Positional asphyxiation. Not clear from the article whether that was exacerbated by other factors such as drug use or injuries from him crashing into a utility pole. An autopsy has been done but the article did not elaborate on the details. -
