Me, my impressions of Israel's early formation are probably fanciful, derived from Leon Uris' Exodus and from Kirk Douglas in Cast a Giant Shadow (who was the actress who portrayed Magda?). What prevents the Administration from simply buying material as the first step in the process and then deciding, as they already have done, to sell that material before construction begins.
