He's middle of the road now, the QB talent pool in the NFL is much shallower than people realize. Better than - CAR, ATL, NO, CHI, WSH, NYG, DEN, LV, TEN, PIT, CLE (), & NE. Some of those teams have high draft picks they'll use on a QB but, the hit rate is what on 1st round picks, 30%? Possibly better than - SEA, NYJ (who knows what Rodgers has left), Philly (Hurts looks to be exposed), IND (maybe they have a player maybe they don't), MIN (Cousins free agent coming off achilles). It ain't pretty out there. I don't think he's great or has a higher ceiling but, he's definitely middle of the road and more than serviceable.
