Daszak seemed focused on warning of potential causes of future pandemics, and thought GOF helped do that. So if he was able to identify specific viruses that he thought had pandemic potential, yes that could result in more funding.

Because people don’t always do what they’re told with money that’s given to them for specific purposes. Daszak had been working with the bat lady for like 15 years, he was apparently pretty obsessed with bat coronaviruses. Your question reads like someone being surprised if they give $10 to a kid to get dinner and they buy candy with it. Because the money was still coming from him and his organization. He deserves criticism for the apparent lack of oversight, just not prosecution IMO.
