IMO, the US government is publicly being intentionally vague about what “cartel” they’re actually going after. I think they believe (correctly, I’d bet) that the American public is more accepting of going after “narcotrafficking gangs” than the Venezuelan government. I think the uninformed public probably believes that the guys being killed in the boats are from traditional gangs like Tren de Aragua. However the actual “cartel” we’re apparently going after is the “Cartel of the Suns,” which at best seems to only be loosely organized, and the Venezuelan government claims doesn’t even exist.
