If you count the accomplishments of all pro football(including Canada) then yes. If it's just limited to NFL, then no.

You're right, I did forget the USFL.

 

His accomplishments in the lower leagues were pretty substantial. It's too bad he didn't jump to the XFL, he could of done it all.

The Pro Football HOF is just as "all encompassing" of non-NFL leagues as the World Series is of non-MLB leagues. In other words: not.
