But New York's DMV red-lighted the anti-Usama bin Laden plates, banning them under an agency regulation that prohibits anything "obscene, lewd, lascivious, derogatory to a particular ethnic or other group or patently offensive." Herwerth paid $68 for the new plates, which he received in the mail two weeks ago, but never received the matching vehicle registration. When he called the DMV to inquire about the registration, he was told he should never had received the plates in the first place.
