Unfortunately there was a little taco Trump, as they like to say, during his first term. He talked many times about taking action with the GSE's but failed to do anything until the 11th hour of his term, possibly after he lost... i'd have to go back and look... when he put in place the ability for the companies to finally start to retain some earnings and build capital buffers.  

Of course anyone with any interest in the situation knew that electing Biden was basically electing Obama again so it would be 4 more years of purgatory for fannie and freddie. 

Obama very much understood the money and knew what he was doing. It was a fat cash cow for the government and he could easily pretend the NWS was being done for the benefit of the country, to help avoid a repeat of 2008, when in reality it was simply a way to keep collecting 100% of their record profits. That's why so many documents pertaining to fannie and freddie remained sealed under executive order during all of the investor lawsuits.
