The leverage is the idea that Ukraine can attack inside Russia. If Russia can just continue to pour people into Eastern Ukraine endlessly there is no threat, Putin doesn’t care if he kills hundreds of thousands and will just murder any political opponent. Russia is however also feeling the effects of this war and Ukraine having further negotiating leverage is positive. What little of the plan Trump has given was that Russia and Ukraine would have to give something, if Russia didn’t then he would give Ukraine more weapons than they have now. I understand people balking at all of this at some point someone has to blink. As what’s been the problem with Biden on many issues he doesn’t lay out a plan or allow his administration to communicate effectively.
