Don't be so sure. These pre-emptive pardons are new. Should they be challenged, they would need to pass legal review. To pardon someone carte blanche, and for things they haven't been charged with let alone convicted of, makes no sense and reeks of cronyism. I don't think that's what the pardon power was intended to do. SCOTUS may agree with that assessment.

He would prosecute witnesses? Like, "you are under arrest for being a witness"? That seems odd. Occam's Razor says they probably stretched the truth in their testimony. Also, it's highly likely that Fauci violated the law by laundering investment in gain-of-function research through that 3rd-party company. It would be nice to get to the bottom of that.
