Wrong.  We DON'T have a free market in this case.  Insurance DESTROYS a free market.  In other words, when you take a free market and introduce an insurance system into it, it stops being a free market and now becomes a controlled market.  And then people get confused and think the free market doesn't work and finally decide to switch to a government controlled system which also doesn't work. 

The solution here is to get rid of the concept of insurance, not break it more by putting the government in charge.
