Check out this first video(bout 7 minutes). These guys do this all over the country(you can find 1000's of these videos), doing unusual but not illegal behavior to test cops and film their reactions. The guy in the first video got $41k in a settlement for illegal detainment against the city! What are the GC's thoughts on these guys?
