This doesn't make any sense. He wants to send the subsidy payments to the consumer? Ok, how does that help? Or is he suggesting that the govt gives money to everyone so we can all buy insurance? Wouldn't this just be single payer with a middleman being the consumer? Trump clearly has no idea what he's talking about.

It's not idiotic. It's a year so that people who sign up for the ACA know what their payments will be for one year. I'm sure that if by miracle a budget was passed, which hasn't happened since 1997, that the budget would override anything in the cr. In fact as a matter of negotiation if reps wanted to to do that, ok fine. But they don't want to negotiate. That's why we're shutdown.
