 Well, duh, he has a vested interest to say that, doesn't he? It makes it appear that Garcia was well treated and in a Club Med type prison instead of the actual brutal torture facility he found himself in. 

And again, as has been repeated multiple times, it makes no sense that a US senator would drink an alcoholic beverage with a political prisoner in a setting where the press are present (because obviously the optics would be horrible).
