Dems probably wanted subsidies for ever and ever and ever.  They probably had them expire just so the CBO numbers wouldn't look crazy.  Cooked the books essentially to get it passed.  

Pretty nefarious actually.  

  1. Hide the true cost knowing it wasn't economically feasible
  2. Get people hooked on it so politicians and would feel compelled to keep extending them.

If the system can't survive without subsidies, it should've never been passed.
