I was channel flipping Saturday between CFB games & this is the exact scene I saw & I had the same thought. Why wouldn’t hover boards work on water? The back to the future hoverboards contained a patented technology that relies on force both from the engine and the push back from solid ground. Because the water surface is porous, the power from the engine has to be stronger to compensate for the lack of resistant force from solid ground. It's physics.
