There were light jumps upward after the December 2003 capture of Saddam, Bush's re-election in November 2004 and each of three series of aggressive speeches over the past year. Those gains tended to vanish quickly.

This has nothing to do with Iraq. Going into Iraq was not necessary to wage a war on terrorism and has proven a distraction from that goal.
