Your city's education system was one of the worst in the nation before Katrina, your murder rate was the highest in the nation before Katrina, your city had one of the highest crime percentages in the US before Katrina, your city had one of the highest percentages of people on welfare before Katrina, your city had one of the highest rates of teen pregnancy in the nation before Katrina. The incompetence you see every time you walk outside is the result of decades of local corruption before Katrina not what the federal government did or didn't do after Katrina.
