Basically it means that every lower court has tossed this case. Berg has nobody else to appeal to but the SC.

writ of ceriorari, if I remember correctly is latin for to be searched-basically asking for legal review of a case.

 

I think Berg asked for an injuction against Obama even being on the ballot-that was denied by Souter.

 

Before Berg can even be heard, he needs to get a 'writ of certiorari'. It takes 4 justices to grant a writ and most are denied. There are something like 7000 cases submitted to SC each year and they generally only hear 100-150.
