I'm going to sit Cooks.  The only other option that has as much competition for targets as Cooks does on his own team is Demarcus Robinson, but the volume and quality of targets in the Chiefs' offense makes up for that.

Hilton and Brown are the focal points of their respective teams' passing attacks; Brown has 18 targets in 2 games; Hilton has 15 (and 3 TDs), while Cooks only has 10.

Hilton is questionable after being limited in practice all week with a quad injury--but he'll play.  He's only missed 4 games in his entire NFL career; a thigh bruise isn't going to keep him out this week.

I don't know if Atlanta is that good against the pass or not.  They haven't had to be, so far, with the Vikings basically abandoning the pass entirely against them in Week 1, and the Eagles being without DeSean Jackson and Alshon Jeffery in Week 2.
