being short + living in modern society = longest lifespans?

I came across an article that said people who are shorter tend to live longer.

Then I cross referenced this with average height in various nations.

The two "modern & western" nations that have short populations are Japan and Italy.  These are two nations that seem to have an odd habit of regularly churning out the "oldest person alive".  This isn't a scientific study, just my own musings.
